just recently i discovered that when i go to "what is my ip" it shows it to me but when i go to it it doesn't open it just says "This site can’t be reached 12.34.567.89 took too long to respond.
Try:
Checking the connection
Checking the proxy and the firewall
Running Windows Network Diagnostics
ERR_CONNECTION_TIMED_OUT"
I just for this purpose to show ye what it says changed the ip to 12.34.567.89 where it originally has different digits.

Dunno if this is still causing you puzzlement. It really depends how you go to the IP.
I suspect you're probably tapping it into your browser? Maybe chrome?
If that's yes - chrome is for viewing web pages - so unless you have installed and setup your machine's operating system to be (and run) a webserver - and point at at that folder containing HTML documents, there's nothing to see. Also you ideally need a fixed IP address - you'll have to config your router and operating system to let folk in - and more importantly keep bad folk out.
If you're talking about file sharing, 2 options LAN (your local network) - no external access. Or over t'internet - it's the same basics, server and access permissions - quite easy - a bit long winded and definitely t' internet is a nasty place - just open the doors and you'll quickly find out how nasty.
