but before the petition ends I need to find out the highest authority I should send it to, along with an email addy, because the results are available as a pdf file.

Any ideas where/who would be the best person to send it to for it to have ANY impact at all ??
THe higher the better.

You could also try the Animal Rights Society in this country who might know a similar organisation in Spain or in neighbouring EU Country's.
